Guys, my sincere apologies but as much as I'd want to, I can't test him out to see if he works in a regular mugen nor do I know it. I only shared the news because I did not see it shared anywhere else. If anyone can try him out in his/her own mugen and share the results with us here, that would be great.

DragonBall Xenoverse definitely isn't the first DBZ game to feature a new storyline or one in which you can participate yourself using a custom character (looking at the Shin Budokai series for the first and Ultimate Tenkaichi's Hero Mode for the latter). I've been following this game over the past few months by watching trailers and news updates and as far as I know, isn't the "new" story just a set-up for you to fight all the main battles in the DBZ storyline with your own character? In that case the only difference with the majority of DBZ games is your ability to fight said battles we've already fought a million times with your own character instead of a canonical Z fighter.

Even if it's just an update, I have to admit I never heard of this God Rugal before. I thought only Warusaki3 and Hero made a God Rugal using CvS sprites but seems I was wrong.

I noticed that too when I tested him out. However I believe BOH has made a good base for Strider Mattick now so I hope he'll update him in the near future to make him even better.

Judging by the screenshots, this looks like a kickass Orochi version of my favourite character from the 'New Faces Team'. This guy has a high chance of deserving a permanent spot in my roster. Thank you for the share, Addi-Kun!

I did a little bit of digging and as it turns out, that "Element-I" is a private character. That's what the uploader of the video you linked us said in a response to numerous comments asking for a download link for Element-I. I don't have it myself so I cannot share anything. My apologies.
