      those kinds of moves are meant to be used on combos, you do an normal move, then you quickly try the motion out.

      Two of my all-time favorite characters are charge and 360. Guile and Zangief. Fot charge chars I just hold hack while I'm attacking/jumping/anything thst doesn't require forward motion. I used to have to jump to perform 360 as well. Try starting the motion from back and rolling to the up direction. But be smooth and precise with pressing up and punch/kick/both at the same time.
