Then if you consider that one from your shotscreen is by masa, you're not right because that's just the fido one with a different portrait masa did not actually made a Dhalsim based on the champion edition but with a custom gameplay ssf2/SF2 on it just by pressing Enter.

that's sucks to believe that he also removed all of his olds characters with those snes ones too but here a link to dhalsim
