    Yes.  The problem was entirely bluehost's fault, which is why it took so long to diagnose.  They had us on an old and over burdened server.  We unbroke it by putting us on a cloud server that cost the same as our old one.  (Not before trying to get us to upgrade to a more expensive package.)  Anyway, yes everything should be working fine now.
