Because he uses Extreme Butoden-styled sprites: https://ux.getuploader.com/JOSUKEMUGEN/ The file name is Songoku_US_ver2.0.zip if you're wondering. BTW, he's the best Goku ever made for MUGEN (at least in my opinion). The only thing that would make him better would be a Super Saiyan 4 transformation (which would probably be unlikely because I guess the author is going for a Goku based on his abilities by the end of the Universe Survival arc of DBS) but the character is still amazing regardless.
