In the roll anim add the CLSNs and in the roll state (110) add:

[State 0, HitBy]
type = HitBy
trigger1 = 1
value = SCA,NT,ST,HT
time = 1

So you can be thrown.

 

I forgot to add that you have to enable the NotHitBy you put as Null:

[State 110, NotHitBy]
type = NotHitBy ;it was Null before
trigger1 = 1
value = SCA
time = 1

update_notes_2014-07-07:
- increased damages of Gomu Gomu no Hanabi (advised by Alex S. aka G.o.D. and Tenryuu)
- adjusted the AfterImage of Gomu Gomu no Hanabi (advised by Alex S. aka G.o.D.)
- made the evade rolls throw-able by P2 (advised by Alex S. aka G.o.D.)
- added the missing landing sound for Gomu Gomu no Fusen
