I've always used 1.0 (now I use 1.1) and WinMugen is outdated and buggy according to many members. Just give it a shot and see if it crashes in WinMugen... if it does, it's a 1.0 only char. All Pikachus are compatible with all versions of MUGEN, though Xed's is the best (and that's not just an opinion). But What About Zobbes Edit ?
