as far as I know there is no way to make the READ ME's english once they are in jap or any other asian language.

and in most cases you don't need to read them, since you could figure out more about the character from the cmd file. (at least for commands)

 I don't know if it's what you are meaning by "set" but you can open japanese text files in notepad++ and it actually displays correct japanese characters (then you can for example copy/paste them into google translating service to translate them for example)

it's not impossible at all (if the author mean displaying correct japanese characters), here is what I got when opening a japanese text file in notepad++ on a french win7 OS :

you can then select the whole text and translate it using a third party program or google translate
